Yes, only the "MP4" ones have audio for backwards-compatibility.
YouTube now uses DASH and mux the video and audio on the fly.
If you want the best video and audio, you need to download the 1080p M4V and OPUS streams and mux them. The AAC stream is cut off at 16 kHz (only matters for music).
For 4K videos, at least for me, the 4K video stream is too large for me, so I download the 2K one.
