Ignore Steam ID

Hides comments from the chosen steam user IDs in the discussion section of steam, click on the user name then "Ignore this user"

Adds an ignore option to the user popup menu on forum/discussion comments.

Notes:
No option to unignore yet, does not ignore threads either, only comments right now. This is one of the very first versions too, so expect bugs.
