Click on the Tampermonkey logo in your browser extension. A list of all your installed scripts will appear. Find the Pixiv script here, and the settings button will be right next to it.
The control panel in the settings is gone, possibly due to a UI change? Now all the comments are loading always and I can't seem to disable it...
