WME Maximized (Basic rickzabel edits)

Modifies the Waze Map Editor layout to provide a larger viewing area for editing, adds additional navigation links to menu, and prevents Place Update and UR panels from dropping below visible area.

This script was originally written by SeekingSerenity; but was broken with the last WME update. The word around WME is that SeekingSerenity is no longer active but there is great interest in having this script working.

This version is slightly different due to the fact I removed the code that changed the width of the sidebar, changed other scripts and extensions. Now this should work better with scripts like URMP since the horizontal scroll went mostly unnoticed.
