0.1% Chance Total Deletion with Persistence

Gives a 0.1% chance to delete anything on the page, including elements, text nodes, comments, and attributes, and remembers deletions across page loads.

This makes it so everything in a webpage individually has a 0.1% chance to be deleted BUT in this version of the script it will keep it deleted between refreshes and you'd have to disable the script
