Another way

Maybe a way to have custom scrollbars back is to get rid of the previous ones first by using something like that in userChrome.css:

#content browser {
margin-right: -15px !important;
overflow-y: scroll;
overflow-x: hidden;
}

NEXT, use an userscript to draw new custom scrollbars on the page (?)
