It's already available on an allowed CDN: https://cdnjs.com/libraries/eqcss Generally, most/all popular libraries are available on some CDN in the list of allowed for inclusion on GreasyFork. To quickly find where, I usually type library name and CDN in google search.

When i use the Advanced search (Library) of Greasyfork , it find nothing with "EQCSS"

It doesn't have to be hosted here to be allowed.
