Tumblr Accessibility UI Update Toggle

Roll back the accessibility UI update by default, and add a toggle to enable/disable it in the Dashboard settings page

Reverts all the blues, and everything else, back to how they were before the latest update Tumblr rolled out, with no delay on page load and a toggle in Dashboard settings page to re-enable/disable it.
