Live filter for Torn's bounty board. Pulls every active bounty, drops
targets that are too weak, too strong, or under new-player protection, and
shows only the ones you can actually attack right now — sorted by reward.
Fires a clickable toast in the corner when a new match appears, so you can
jump straight to the fight. Configurable min reward, fair-fight range (via
FFScouter), and hospital-window for catching targets about to release.
