Unfortunately, extensions (in this case the userscript manager) don't have access to the default new tab page.
If you're using "ublock origin" (ad-blocking extension), I think there is a possibility to block the loading of the doodle image. But this has to be verified with the latest chrome version.
You can also use an extension aimed at changing the new tab page.
This script works very well in almost all browsers. Thank you very much. Unfortunately this script is not compatible with Google Chrome. The Google Doodles are still displayed on the New Tab page of this browser.
