Is this promotion behavior allowed in Greasy Fork?
No, it's not allowed. If you find something like this, just report comment of the user or the user himself, then moderator(s) will handle the report.

He registered an account "ST_0" to just leave his promotion message in every UserScript.
"ST" stands for his tool name "SubTrans". SubTrans is not a thing hold in Greasy Fork.
I could not say SubTrans is totally no relationship with the script that he commented, but I just think it is too much to promote like this.
