Does what it says on the tin, several things to improve the overall UX on the Dreamwidth update page

Move the navigation to the top and fix it there
Color the nav bar because I like it (in this case, a nice gray gradient)
Expand the nav bar to the full width of the screen, and scoot the buttons to the right to fit
Scale the DW user icon down so it doesn't look out of place
Scoot the body down to make room for the nav bar
Lower the font size for the nav bar so it doesn't look quite so '90s
Expand the buttons just a touch to give them room to breathe
Scales to editing box by 120% and moves the Options box down to make room
