Adds a RW timer to the Torn Tools section with the OC timer and addiction.
***WILL NOT CREATE TIMER*** if that section does not exist.

On first load it will say "Enter Public Key" and save locally.
It will then show the timer, if your faction is not signed up for a war it will display 0d 0h 0m.
Once the faction has been matched up, it will adjust the timer to the scheduled time and save it to local storage so API does not need to be polled again until the timer is done.
To avoid excessive API calls, if it does not find a war start time it will wait 6 hours then recheck.
To manually check the time there is a "reset" circle that will show up on hover.
