VMS Additions

Adds a few things to the VMS pages for FCVFRA volunteers:

  • All dates are shown with a day of week indicator
  • Hovering over duty shift titles shows the crew members or empty slots
  • For training courses which have multiple future attendance options, those interested/approved/enrolled are shown in the main training page table

The code gets uglier as it goes on. Getting the dates right was the only part I intended to do, but then figured a few more tweaks could be fun - I just didn't try that hard on those though. I mean - naming a function "thing"? Lame. Needs work, but it works today.
