Fps limiter for browser games or some 2D/3D animations

This is terrible actually. If explain it simply: it was messing with frames timings so in case of a 30 frames cap it was a split of a second a 15 fps, then another split second is 45 fps, then on loop, making a 30fps on average. I've reworked it and it seems to be better now, but now I also think that it is not possible to do properly and make it smooth
