The arrow is not rendered inside circle. You have to scroll up in the chat, afterwards it appears at the bottom of the chat so you can go to the latest message in chat.
For some reason, enabling this user script will make YouTube unable to render moderator badge in livestream chat: https://i.imgur.com/zhAQM2l.png
