This creates an alt + M hotkey that opens selects the measure tool. The built in hotkey shift + left click is buggy and sometimes doesn't work depending on where the cursor is. So the work around for this 5+ year old problem is to learn how to use this hotkey or if your keyboard or mouse has macro buttons you could assign them to alt + M to activate this hotkey.
