This is because YouTube doesn't host 30 fps videos in higher than 720p. The only way to do something like this in higher quality would be to download the video, re-encode it to 30 fps, and stream it back to you. But that'd take too long
Something seems broken. On this video (and all the other ones), when a video has 60fps option, it limits to 720p. Nothing higher.
