I think it means "Free as in beer", not the Free Software Foundation definition of free. (https://www.gnu.org/philosophy/free-sw.html)

I do not think it would be a good idea to force authors to use only copyleft licenses, i.e., licenses that prevent the release of proprietary (non-free, possibly in both senses) derivative works. I personally do not want to use a copyleft license.

Are you saying that the English text implies "freedom" free, or are you saying that the Chinese text implies or states it?

I mean that the Chinese transletion of that sentence should be translated as "免费(free as in beer)" instead of "自由(free as speech)". Since many scripts may not be free software.
