Actually they can,they would need to modify the url to use an online website unblocker tool,there are lot of websites that does that.
Like if the website it www.google.com,the script could auto modify the url to www.google.unblocked.com or something like that

Make a Script for Remove Country Restrictions to Unblock any sites same like VPN.
