Is Monkey Fork a variant of Greasy Fork like Sleazy Fork?
I noticed that, there is a same user report button in scam site for all "users"
And that button is pointing to https://greasyfork.org/zh-CN/reports/new?item_class=user&item_id=767557
so I guess Monkey Fork is developed by an enemy of @huaxue.
In Greasy Fork, would you have record that who reports huaxue the most? So he might be the owner of that website.

This is a pirated website with resources cloned from greasyfork.org, and fake accounts.
This is a not an official/sanctioned copy of the site. Things like this have happened before; I'll see what I can do.
As this fake site is located in china, report to their government is the best way. https://m.12321.cn/icp . According to their legal requirements, all websites with servers located within the territory must obtain an ICP license.
According to Censys search engine, this fake website is located in Hong Kong, and the website in Hong Kong does not need to obtain an ICP license in Chinese mainland.

The spam site uses interval checking to update the scripts from greasyfork.org (might be manual update, but the request should be initiated by the server side)
As Greasy Fork keeps 24-hr IP record, could you use that to find out the Monkey Fork fetching ip?

I believe it might be the exact IP of the monkeyfork.com
So you can block the IP access from Monkey Fork, or giving the fake 200 response to Monkey Fork.
