When you're on the comment reporting page it mentions this: "Disagreeing with the content or believing it to be untrue is not a valid reason for reporting."

Out of curiosity, say a comment is very clearly positive but they give you a bad rating. In such a case, I think one could assume that they simply clicked on the wrong rating by accident, would I be able to report the comment to have it changed to a neutral rating?

Likewise for a clearly negative comment, but good rating.

No. You can instead ask the commenter to update their rating.
