Adds fields for persistent global & fandom filters to works index pages on AO3

Fandom Filters should show up when a certain fandom is found to be the dominant fandom for the search you are viewing. For example, something generic like "Hurt/Comfort" may not have a single dominant fandom.
This behaviour can be tweaked by changing the value of the TAG_OWNERSHIP_PERCENT variable in the script's code.
How do I get the Fandom Filters to show up? The only thing that shows us is the Global Filters and putting fandoms into that section doesn't get rid of them.
