I've turned off every extension except for Tampermonkey in Incognito mode and it still seems to autoplay.
Same issue in Firefox, so it doesn't look like it's exclusive to Chrome.

They've added an "Autoplay station" which can be toggled off, but it doesn't stay off. So close.
