You can't if the server(s) of the website doesn't allow you to enter in it. You may use web archive to see web pages, but that doesn't guarantee always new content. Also, you can save pages you need by yourself (in web archive website), so you will be always able to look for them in the archive.
I download a pdf format from the site, but the page has restricted downloading of the pdf file. It only allows you to download it from Monday to Friday from 9am to 9pm, I need to download it outside of those hours.
Maybe you could try any VPNs, or changing your PC time and date?
Sometimes stupid and small changes like that make wonders.
Try Ctrl+s next time instead of Ctrl+p, maybe they're blocking the Ctrl key, so try finding save website or print website on your browser settings.
