but cellular network's so expensive to use regularly so it would be great if there's one that can use with wifi

You can do this using the onion router!

1. Install The Onion Router (https://www.torproject.org/download/)
2. Open NovelAI
3. Click on the shield icon next to the search bar and change the security level to "Standard"
4. Click on the NoScript addon icon
5. Change ...novelai.net to "Trusted" (Or just uninstall the addon)
