It's in localStorage, see _ppixiv_extraMutes.

(Oops. I think I accidentally renamed that while doing other cleanups, which probably reset everyone's mutes. I don't use that feature myself so I didn't notice. Nobody said anything and it was a few months ago so I'll just leave it alone...)
