To reduce the effect of false reports, two new restrictions have been put in place:
If a script, user, discussion, etc. has been reported and the last 5 reports are less than a week old and were all dismissed by a moderator, further reports on that item by any user are blocked until the first of those reports gets to be over a week old. In other words, if all reports are being dismissed, no further reports can be made until there have been 4 or fewer dismissed reports in the past week. This has been implemented to reduce the work required by moderators and script authors to deal with coordinated efforts at reporting scripts.
If a user's last 5 filed reports are less than a week old and were all dismissed by a moderator, further reports by that user are blocked until the first of those reports gets to be over a week old. This has been implemented to reduce the work required by moderators to deal with bad faith reports, for example a script author reporting all negative reviews of their script.
Note that while these new restrictions do not result in a permanent ban, moderators still have discretion to ban those who abuse the reporting feature.
