Script feedback page: move "Start new discussion" to the top

Currently, if there are lots of feedback threads, the link to start a new discussion isn't easily found which could be partly the reason for occasional posts in wrong forums such as Development or even Site feedback.

Edit: I like Tobbe's suggestion.

I would not move it, but display it at bottom and top if you have more than x threads. Would be helpful if someone reads through the headings of all threads. Otherwise he has to scroll back to top (which can be quite long if there are multiple threads).

Done. If there's more than 10 threads, it'll show both above and below.
