js纯代码实现gbk格式的url编码

调用方法：

$URL.encode('待编码文本')、$URL.decode('%XX%XX')
同时encodeURI、encodeURIComponent未改动，仍可使用

效果：

$URL.encode('中文') >> "%D6%D0%CE%C4"
$URL.decode('%D6%D0%CE%C4') >> "中文"
