fixed an issue that prevented list items from being dragged to rearrange on TornPDA

Added a settings panel!

added a small 'check' button on the screen that will allow you to more gracefully show/hide the main ui panel since it takes up a lot of space. the button is also movable. Also, when the browser is resized, the objects now properly return to where they were when maximized again.

By request I have added a small green floating circle that you can click to toggle visibility now, which can be dragged around the screen.

fixed an issue that prevented being able to move the panel on mobile

added ellipses when a button's text is too long rather than making the button height grow taller.

Made the resize handler larger for mobile users so it can be resized now.
