This issue was indeed an unintended side effect of the v0.20.12 release; the links were not supposed to be prefixed.
We were able to quickly identify and fix the problem thanks to your report, and we have just released version v0.20.13.

Hi there, reporting a new issue with Pixiv.
It seems that some instances of artist links (e.g., in "newest by followed" page) will now be prefixed when you are not using Japanese/Korean/Chinese locales.
For example, links that are usually https://www.pixiv.net/users/4632856 will instead become https://www.pixiv.net/en/users/4632856, so tags that were applied to the old format are not being properly applied to the new format.
However, the old format is still used if using Japanese/Korean/Chinese locales.
And actually, some pages with English locale will also still haphazardly use one or the other (e.g., artist header link in their profile page still uses the old format).
So I think the script may need to just automatically recognize either format?
