TSV is not CSV

I select export CSV and for some reason the generated report is in the Tab-Separated Value format. CSV used to correctly output the file with commas. I'm not sure why this changed, but the CSV label is misleading. Ideally the output should conform to what it has always been. At the very least, the "export CSV" labelling needs changing to "export TSV"

This does not explain why "export CSV" is not using commas, as is expected, and as the database script once did.

In general, it is not a good idea to make such changes.

There are other issues now with the export (lack of quoted field output). I have fixed the code and will fork.
