Reinstated seperate timers for popup mouseover and mouseout delays. Fixed auto-scrolling to the end of the RTC list. Fixed PUR and RTC filtering. Added options for disabling UR, MP and PUR marker clustering.

Check for user profile page no longer gets fooled by the randomly appearing userscript URL suffixes. Various closure-related functionality is now working again. Options to disable onclick recentering have been re-enabled. Opening new tab centred on a place works again. PUR popups are back. UR last comment age is displayed correctly regardless of script settings.

Compatibility updates and a significant amount of refactoring/rewriting/cleanup to improve efficiency and maintainability, hence the versioning switch from 3.x to 4.x...
