Update a script when releases are done in the repo

Shouldn't it be "Admin" instead of "Sync"!?

For script authors...
In addition to updating scripts on a repository push, you now also have the option of only updating when you create a release on your repository. This is supported for GitHub and GitLab (Bitbucket doesn't seem to have release webhooks). Visit https://greasyfork.org/users/webhook-info for info on how to set it up.
This required a bit of refactoring of the webhook code, so if you see any issues, please let me know.
