Reinstated seperate timers for popup mouseover and mouseout delays. Fixed auto-scrolling to the end of the RTC list. Fixed PUR and RTC filtering. Added options for disabling UR, MP and PUR marker clustering.

Removed a bug that could prevent UR filtering and comment count updates from occurring. Improved reliability of adding enhancements to the closure sidepanel UI.

Inhibit popups when corresponding map element is no longer highlighted. Fixed "point within an AM area" test for complex areas. Segment popups now show details of turn closures.

Check for user profile page no longer gets fooled by the randomly appearing userscript URL suffixes. Various closure-related functionality is now working again. Options to disable onclick recentering have been re-enabled. Opening new tab centred on a place works again. PUR popups are back. UR last comment age is displayed correctly regardless of script settings.
